Heated debate on farm Bills; Opposition members tear papers, heckle presiding officer


New Delhi, September 20

Some Opposition members led by the TMC climbed on to the Chairman’s podium, tore official papers, and heckled the presiding officer as they opposed the federal government’s push to move two contentious farm payments on Sunday with out contemplating their demand for sending the proposed legislations to a home committee.

Ruckus prevailed after Deputy Chairman Harivansh overruled Opposition pleas for suspending Agriculture Minister Narendra Singh Tomar’s reply to the talk on the 2 Bills until Monday because the scheduled sitting time of the House was over.

As slogan-shouting Opposition members rushed into the Well, Harivansh put motions by Congress, TMC, DMK and CPM members for sending the payments to a choose committee of Rajya Sabha for larger scrutiny, for vote.           

He declared the motions have been negated by voice vote at the same time as movers of the movement sought division of votes.

As the Chair took clause-by-clause passage of the Bills, Derek O’Brien of the TMC and another Opposition members climbed on to the rostrum displaying the rule guide to Harivansh.

Some members tore official papers.

Slogan-shouting members tried to heckle the presiding officer who was protected by House marshals.

As unruly scenes prevailed, mikes put in within the House have been muted and some minutes later the proceedings have been adjourned for round 15 minutes.

When the House re-assembled, the Opposition members have been once more within the Well chanting slogans. At least certainly one of them climbed on the desk of officers.

Harivansh mentioned a division of vote can’t be sought from the Well of the House and insisted they need to first return to their seats.

As per process lobbies should be cleared for enabling digital voting on a laws.

Amid the uproar and slogan-shouting, the Deputy Chairman put the 2 Bills —  Farmer’s Produce Trade and Commerce (Promotion and Facilitation) Bill, 2020, and the Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Bill, 2020 — for approval by means of voice vote.

With authorities having numbers of its favour the Bills have been handed. This completes parliamentary approval course of for laws of the Bills.
