Medical fee eases norms, permits pvt docs as visiting college

Establishing new medical colleges has been made easier with the National Medical Commission dropping the minimum 5-acre land requirement for the purpose.

The NMC, in its first major regulation for annual MBBS admissions issued today, said new medical colleges need not have 5 acres of land, but have to follow building bylaws existent in a given municipal zone. The new standards define functional requirements for the institutions, which will be rated on defined minimum standards. These standards will apply to new colleges and the existing ones proposing to increase their annual intake from the academic year 2021-22. During the transitory period, the existing colleges will be governed by previous regulations.

5-acre rider goes

  • NMC has done away with the minimum 5-acre condition for setting up medical colleges
  • Colleges can operate from 3 campuses in tier 1, 2 cities, provided the distance between these is not less than 10 km
  • Must have a 300-bed multispeciality hospital functional for at least two years

The new regulations mandate the availability of a fully functional 300-bed multispecialty hospital for at least two years at the time of application for setting up a new college. The earlier regulations did not specify the period of functionality and required more beds. For example, 530 beds for a 100-seat college.

In another path-breaking move, the NMC approved the hiring of visiting faculty over and above the existing faculty. The visiting faculty has been defined as “persons working in private healthcare, NGOs, retired medical personnel and Overseas Citizens of India interested in teaching”.

Rules say anyone below 70 who possesses a PG degree in the specialty concerned and has a minimum of eight years of experience in that specialty after obtaining the degree will be eligible for appointment as visiting faculty.

The NMC rules also allow medical colleges to operate from three campuses in tier 1 and 2 cities, provided the distance between these is not less than 10 km.
